昨日の発表された統計によれば、1997年以後、相対的に貧困層はより貧困に、富裕層はより裕福になっている。
しかし、解決策があると思いますので、アップしました。
この記事は、6月12日の英国、ザ・タイムズのメリー・アンというかなり有名な人が書いたものです。
英文で、social mobilityは社会流動性と訳されますが、この記事では、貧乏人が金持ちになり、逆も起こるようなことを流動性と言っています。
記事のタイトルは、“不平等な英国：私たちの子供の将来はすでに決定付けられている”です。
それは、貧乏な子供がこの国で上手くやるのが難しいというのが特別な理由ではない。それは、富裕層から貧乏になる社会の流動性がほとんどないという理由による。
 貧乏な子供たちですごく優秀な子が3歳まで88％いたとしても、5歳までには、それが65％に低下する。一方、お金持ちでまあまあできる子は3歳時に15％だったのが、5歳時には45％になる。
あまり頭の良くない金持ちの子が、テストの点数に関しては7歳になるまでに賢い貧乏な子供たちを凌駕する。
 つまり、将来の運命を決めるのは生まれ持った能力ではないということだ。
この目的のために子供が良い幼稚園に、良い小学校、中学校に行けるような方法に一心不乱になる。
 貧乏な親がこの条件に恵まれたライバルたちと競争するのは難しい。
何を今更・・・、日本はとっくにそうなっていると思われませんか？この問題は、私のこれからのテーマに深くかかわりますので、これをagainシリーズと読んで多分3回に分けて皆さんと一緒に考えたいと思います。

7歳になると富裕層が凌駕するとありました。これは、この正規分布の半分が富裕層のできる子、半分が貧乏層のできる子ということになります。
ところが、大学進学率で見ると富裕層が4倍になる。つまり、7歳以後が問題ということです。
ただ、社会の宝である子供たちが良い人生のスタートを切ることができる、ことを望む人は、ぜひこの問題を一緒に考えて欲しいと思います。この正規分布は、単に、子供は富裕、貧困にかかわらず生まれた時には頭脳の程度に差がない、ことを確認するためです。
横軸（人数または世帯数）のたった3％が、シャープな曲線の左側にいるということです。
今日は、ここまでにしておきますが、このべき分布の横軸の富裕層とそれ以外の人たちの比をしっかりと頭に入れてください。それから、増加していますが今の日本に厳密な意味で貧困層という言葉は適切でないかもしれません。タイムズの記事と同様、相対的な意味で使っていると理解してください。
